Any real rider is at about 8k going into that turn on a track.
Why would he let the revs drop that low?
He wouldn't if he was going full out, nobody would.

Hard to tell if any of the footage was the actual laps, but I suspect none of it is.

A lot of the video has at least two vehicle on the track, lines extremely wide so the camera can be on the inside of the turn, etc... They are producing an edited video and everything that goes with that.

Yeah... WTF indeed.

The guy is either a moron, or out to skew the results to prove his point.

I couldn't find an XR vs RR dyno comparison, but this one is close enough to be relevant, as the R is similarly "detuned". Even then, any rider that lugs the engine at 4k on the racetrack isn't a professional... not even a season rider. Heck, even a novice knows not to be that dumb. On my first track day with my track bunny, I knew enough to stay in the Gixxer's 7-9k powerband through the turns, and use the upper RPM extension to roll out of the corner. And I was just in Level 1 learning my ropes.

The charts makes it painfully obvious why. Even the detuned R's torque is down in the basement at 4k, but it does make a few N-m more than the RR in that range.

I thought abt that....
At first I thought he was doing his warm up lap while the narrator was talking, but later on in the vid its highly doubtful that - that is the case.
