Can only speak to the GTL with top case installed. Very solid at the governed 140 ish.

Had 2014 gtl premium spring 17 - winter 2019 (rode 25k miles). Bought used Wing to try out (10k miles), Nah-too boring and slow. Like GTL better, bought another GTL. Ha.

Been up to 135 on B with Bren and Remus. Floorboards no load besides me 215lbs no wobble wind about 10 mph needless to say no traffic around. I have a Cal sci windscreen that has treated me very well. She had plenty left but not enough road to feel comfortable doing it

It's not a wobble then.

Put the damping to Road, it should help, if it does not, use 1 helmet + luggage

Mine went far better when I replaced the stock tires for RSIII

Poor tracking or fork pulling left/right of center has been attributed to tire problems (improper balancing, tread failure) and possible bearing issues.

138 on my GA for me. my top speed went from 132-134-138. Ran out of real estate (and courage) each time. Bike was very stable every time.
