I have a friend that would like to come visit me from Taiwan. He wants to take a ride with me on one of my bikes. Does anyone have any experience with visiting the US and obtaining a permit to ride a bike?

You might want to check with your insurance company.

As a frequent visitor to the US, my understanding is that he needs to have his national driving licence translated into english (if it's not already). With this, he's allowed to rent and drive a car or motorcycle, at least for a certain period of time (months). So far I never had problems.
The insurance is another story - I'm only familiar with the insurance of rented bikes and cars - that's handled by the renting company.

Over here, our DMV equivalents issue an international drivers license with a descriptions of the endorsements on request which is accepted by many countries. I guess Taiwan could have similar system.
