The BMW specified torque value of 12 NM is probably because the plug is going into oil wet aluminum.
This part of the sump is a stamped steel plate with a boss to receive the upper plug. The torque limit probably reflects the lack of need for anything higher as there is no need for a significant preload in this application (i.e., the plug is not clamping two components together). I suspect (but just guessing) that the 12Nm is what is deemed necessary to provide enough resistance against backing out due to vibration.
